Well-led – this means we looked for evidence that leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture. At our last assessment we rated this key question good. At this assessment the rating has remained good. This meant the service was consistently managed and well-led. Leaders and the culture they created promoted high-quality, person-centred care.

Shared direction and culture

Score: 3

The provider had a shared vision, strategy and culture. This was based on transparency, equity, equality and human rights, diversity and inclusion, engagement, and understanding challenges and the needs of people and their communities. The provider and registered manager were open and transparent and there was a culture of learning. The management team valued their workforce, and staff told us they felt supported and appreciated. Relatives felt involved in their family member’s support.

Capable, compassionate and inclusive leaders

The provider had inclusive leaders at all levels who understood the context in which they delivered care, treatment and support and embodied the culture and values of their workforce and organisation. Leaders had the skills, knowledge, experience and credibility to lead effectively. They did so with integrity, openness and honesty.

Freedom to speak up

Score: 3

The provider fostered a positive culture where people felt they could speak up and their voice would be heard. The management team provided several opportunities where people and relatives could raise any concerns. People felt they could speak up and felt their voice would be heard. One relative said, “Yes, they [staff] listen and take on board what I say.” Staff had access to a whistle blowing policy and told us they would use the process if they needed to.

Workforce equality, diversity and inclusion

The provider valued diversity in their workforce. They worked towards an inclusive and fair culture by improving equality and equity for people who worked for them. Systems were in place to support staff such as the lone working policy, wellbeing workshop, and flexible working arrangements. Staff told us they felt valued and supported.

Governance, management and sustainability

Score: 3

The provider had clear responsibilities, roles, systems of accountability and good governance. They used these to manage and deliver good quality, sustainable care, treatment and support. They acted on the best information about risk, performance and outcomes, and shared this securely with others when appropriate. Audits were completed to ensure the service was operating to the expected standard of the provider. Any areas for improvement were addressed promptly.

Partnerships and communities

Score: 3

The provider understood their duty to collaborate and work in partnership, so services worked seamlessly for people. They shared information and learning with partners and collaborated for improvement. The entire staff team worked closely with other professionals to ensure people received the care and support they required. One professional said, “Caremark have provided a stable team for my client which in turn provides them with consistent and secure support, enabling the client to live their best life. Since Caremark have been in situ, my client has been on a number of holidays. They have attended music concerts. Without the support of Caremark, this would not be possible.” Relatives felt involved in the initial set up of the support plan and said they were included in reviews about their family member’s care.

Learning, improvement and innovation

The provider focused on continuous learning, innovation and improvement across the organisation and local system. They encouraged creative ways of delivering equality of experience, outcome and quality of life for people. They actively contributed to safe, effective practice and research. Trend analysis systems were used to identify what went well and identified improvements and developments in practice.
