Safe
Safe – this means we looked for evidence that people were protected from abuse and avoidable harm. At our last assessment we rated this key question good. At this assessment the rating has remained good. This meant people were safe and protected from avoidable harm.

Safeguarding
The service worked with people and healthcare partners to understand what being safe meant to them and the best way to achieve that. They concentrated on improving people’s lives while protecting their right to live in safety, free from bullying, harassment, abuse, discrimination, avoidable harm and neglect. The service shared concerns quickly and appropriately. People told us they felt happy, content and safe living at the service. Staff understood how to ensure people were protected from avoidable harm. They told us how they would raise concerns both within the service and externally. Staff were confident the registered manager would follow up any concerns they had. Staff had received safeguarding adults training with regular updates and told us they understood how to ensure people’s rights were fully respected. The registered manager had a safeguarding log where each incident was detailed including actions taken. Records showed all referrals had been made to the local authority as appropriate, together with a statutory notification to CQC as required by law. A statutory notification is the process used for providers to inform CQC of certain events that occur within their service. All legal applications had been made in accordance with DoLS, this meant people’s rights were fully respected. The registered manager had oversight of DoLS applications, authorisations, and conditions and used a tracker process to ensure all documentation was in date.
Involving people to manage risks
The service worked with people to understand and manage risks by thinking holistically. They provided care to meet people’s needs that was safe, supportive and enabled people to do the things that mattered to them. People and their relatives told us staff worked in safe ways; they did not have any concerns. Risks to people’s general health and wellbeing had been identified, assessed and staff knew how to support them. The provider had an electronic care planning system, this meant updates when required were made instantly, staff told us they had the most up to date information about risks to people. The service worked to review and reflect on practices where risks were present, for example, people’s medicines. Developments to the process for medicines management had been made and this had reduced risks and strengthened safety. Records were clear and detailed. Risk assessments clearly showed people and where appropriate, their relatives, had been involved in the creation of care plans.

Safe and effective staffing
The service made sure there were enough qualified, skilled and experienced staff, who received effective support, supervision and development. They worked together well to provide safe care that met people’s individual needs. Recruitment processes were in place; however, we found records were not always completed in accordance with the providers policy. The registered manager took immediate action to correct the records, and we were fully satisfied with their response. Procedures were in place to ensure the required checks were completed prior to staff commencing their employment. This included enhanced Disclosure and Barring Service (DBS) checks for adults. DBS checks provide information including details about convictions and cautions held on the police national computer. The information helps employers make safer recruitment decisions. People told us staff were there when they needed them. People and their relatives told us there were enough suitably trained staff to meet people’s needs. The service had an induction and shadowing programme, together with ongoing support. Training was in accordance with good practice guidelines for staff who worked with people to meet their care needs. Staff told us they felt supported, they were complimentary about their colleagues.
