Safe – this means we looked for evidence that people were protected from abuse and avoidable harm. At our last assessment we rated this key question Good. At this assessment the rating has remained Good. This meant people were safe and protected from avoidable harm. There were effective safeguarding systems, processes and practices to make sure that people were safe and protected from abuse. Staff demonstrated a good understanding of recognising and responding to safeguarding concerns. Robust and safe recruitment practices were used which ensured staff were suitably experienced, competent, and able to carry out their role. Staff completed training appropriate and relevant to their role which enabled them to deliver safe care to people. The provider used effectively procedures in place for the safe administration and management of medicines. Staff undertook training on medicines administration. The provider assessed and managed the risk of infection to people. Staff followed infection control guidelines to prevent and control the spread of infection. Individual risks to people were assessed, and people and their representatives were involved in this process as much as possible. Risk assessments were proportionate, regularly reviewed and managed. We did not assess all the quality statements within this key question. We did not identify concerns relating to these areas which we judged as being met at our last inspection.

Safeguarding

There were effective safeguarding systems, processes and practices to make sure that people were safe and protected from abuse. The provider worked with people to understand what being safe meant to them and the best way to achieve that. A relative told us, ‘’We feel safe with the carer.’’ Staff completed safeguarding training and demonstrated a good understanding of recognising and responding to safeguarding concerns. Staff commented, ‘’I will escalate and report the concern to management straightaway. If there is an immediate danger, for example, physical abuse or theft, I will inform the police or relevant authorities.’’

Involving people to manage risks

The provider worked with people to understand and manage risks to their health and well-being. Individual risks to people were assessed, and people and their representatives were involved in this process as much as possible. Risk assessments were proportionate and regularly reviewed. Staff were informed about and understood the risks relating to the people they supported. Staff told us that people using the service had clear and detailed care plans and risk assessments in place.

Safe and effective staffing

There were robust and safe recruitment practices in place to make sure that staff were suitably experienced, competent, and able to carry out their role. These included establishing staff employment history, obtaining references, and completing Disclosure and Barring Service checks. A Disclosure and Barring Service check is a record of a person’s criminal convictions and cautions. The check helps employers make safer recruitment decisions. Staff completed training appropriate and relevant to their role to deliver safe care to people. These included induction, supervision, and appraisal to develop their knowledge and skills. A staff member told us, ‘’The registered manager is always there to support when needed, and I get regular supervision at least every 3 months and an appraisal every year.’’ A relative told us that staff had appropriate training and skills to provide care to their loved ones.

Infection prevention and control

The provider assessed and managed the risk of infection to people. Staff completed training on hand hygiene and infection control at induction. Staff followed infection control guidelines to prevent and control the spread of infection. A relative confirmed that staff wore appropriate personal protective equipment (PPE) at every visit.

Medicines optimisation

At the time of our assessment, the provider did not support people with the administration of their medicines. The provider had a procedure in place for the administration and management of medicines. Staff undertook training on medicines administration.
