Well-led
Well-led – this means we looked for evidence that leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture. At our last assessment we rated this key question good. At this assessment the rating has remained Good. This meant leaders and the culture they created assure the delivery of high-quality care. There were clear and effective governance, management and accountability arrangements. Staff told us they understood their roles and responsibilities. The registered manager completed spot checks and audits to ensure that care met expected standards, identified/promoted good practices, and highlighted areas for improvement. We did not assess all the quality statements within this key question. We did not identify concerns relating to these areas which we judged as being met at our last inspection.

Governance, management and sustainability
Staff told us they understood their role and responsibilities. There were clear and effective governance, management and accountability arrangements. The registered manager told us, ‘’The management team bear the responsibility for establishing, maintaining and implementing a quality management system for the agency. This system helps to set standards and make changes to achieve the standards. The process is reviewed regularly.’’ The registered manager commented, ’’The organisation has an annual development plan for quality improvement drawn up as part of its business plan and which is based upon feedback from service users, staff and relatives’’.
