Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture. This is the first assessment for this service. This key question has been rated good. This meant the service was consistently managed and well-led. Leaders and the culture they created promoted high-quality, person-centred care.

Shared direction and culture

The provider had a shared vision, strategy and culture. This was based on transparency, equity, equality and human rights, diversity and inclusion, engagement, and understanding challenges and the needs of people and their communities. The registered manager was very committed to providing responsive person-centred care. Staff we spoke with shared that commitment.

Capable, compassionate and inclusive leaders

The provider had inclusive leaders at all levels who understood the context in which they delivered care, treatment and support and embodied the culture and values of their workforce and organisation. Leaders had the skills, knowledge, experience and credibility to lead effectively. They did so with integrity, openness and honesty. Staff and people who used the service were very positive about the registered manager and the way the service was organised and run. They told us the registered manager knew people really well. People said “[Registered manager] knows everything that’s going on. She knows everyone really well” and “ She has such a passion for the clients and staff. The care she gives is exceptional.”

Freedom to speak up

The provider fostered a positive culture where people felt they could speak up and their voice would be heard. Staff told us they were encouraged to speak up and put forward ideas for improving the service. One said, “Yes, we are very much involved and listened to.”

Workforce equality, diversity and inclusion

The provider valued diversity in their workforce. They worked towards an inclusive and fair culture by improving equality and equity for people who worked for them. Staff felt valued as individuals and said the registered manager was fair and flexible. One said of the registered manager, “She respects you and listens.”

Governance, management and sustainability

Score: 3

The provider had clear responsibilities, roles, systems of accountability and good governance. They used these to manage and deliver good quality, sustainable care, treatment and support. They acted on the best information about risk, performance and outcomes, and shared this securely with others when appropriate. The registered manager was very involved and had very good oversight and knowledge of the service. There was a range of quality monitoring and auditing in place. An action plan to guide future improvements of the service was in place. It was detailed and gave timelines for any action.

Partnerships and communities

Score: 3

The registered manager worked very closely with health and social care organisations and people’s families. A relative said, “Several agencies have been involved so far; with the Kings team in the middle."

Learning, improvement and innovation

Score: 3

The provider focused on continuous learning, innovation and improvement across the organisation and local system. They encouraged creative ways of delivering equality of experience, outcome and quality of life for people. They actively contributed to safe, effective practice and research. This included developing people’s access to their local communities, that resulted in people being less socially isolated. Staff told us they were encouraged if they wished to learn or develop further in their roles.
